After copying backup files from a CD the above error was displayed.
1) In windows explorer find C:PROGRAM FILESCOMMANDERLiveCommander.mdb.
2) Right click on the file and select properties
3) Un-check 'Read Only'; Check 'Archive' -- if not already checked
4) Click on apply.
This should fix your new error. Files copied from a CD are set to read-only by default. I think this should fix problem.
